Available Video Editing Software/AE vs. Premeir

If after effects has a timeline why would you use premier? Or a better question may be what can premeir do that after effects can't?

Are there any other quality (professional) editing packages (that don't require propretary hardware) for windows other than Premier and Vegas?

Avid and Canopus both make professional video editors. Also Ulead MediaStudio Pro, but I'm not sure if that's being developed anymore.
 
Premiere is for editing (splicing, joining), adding audio, mastering, final encoding, etc.

After Effects is for compositing, visual FX, layering, rotoscoping, masking, keying, particles, 3D camera, and a million other effects thru the vast plugins you can obtain for it.

There are many other editing programs out there. Too many for me to name one by one. Some are expensive, others are cheaper. (Pinnacle, Sony, Ulead, Cyberlink, Roxio, etc)
