AV8 Does not boot corectly

I have a home built computer and I have an ABIT av8 motherboard.

When I shut down Windows (XP) and the computer powers off the little display on the motherboard reads 99. If I click the power on the numbers start to change and in about 3-5 seconds it shuts off completely.

If I unplug the power completely or switch the power button on the power supply to off and wait about 1 or 2 minutes and then turn it back on the display says 03 then imediatley shows 02. When I hit the power button on the face of the computer it boots normally. I may not have the wires hooked up correctly but I have tried to follow the book in hooking them up. It seems to be a problem with the motherboard shutting down correctly.

Help Please.
