AV61 Mother board with win 2k, graphics problem

My graphics on my games are slow using windows 2k. I have installed the 4 in 1 drivers for my motherboard (av61 shuttle) and also have the latest drivers for my ATI all in wonder 128 graphics card along with directx 8a. When I was using windows 98 se i had the same problem until I installed the AGP drivers for the motherboard so I am thinking it is the same problem. Graphics are very slow and choppy. The 4 in 1 drivers have the AGP drivers included. Any ideas on what to do?
