AV49VN or CPU dead?

I had purchased a new Shuttle AV49VN MB, with a P4 2.8G, 512MB ram, Chaintech FX5700 video card and Powmax LP6100D 400 w power supply, all from Newegg. Only the fans work (CPU, videocard, PS). No beeping, no video, no drive access. Keyboard lamps flash initially but then extinguish without further response. Four second power down timer on power switch works. It seems like I have built a very expensive four second timer. Newegg sent a replacement MB and CPU but now the second build has the same symptoms. RAM, video board have been tested in another system. Another new power supply has been tried. This was tested out of the case with no other devices connected...I am leaning to the motherboard (AV49V v1.0B) not supporting the CPU, yet info on the Shuttle website indicates otherwise. Next step would be to find a different MB that supports this CPU and/or another inexpensive CPU for test purposes.

Check the cmos jumper, and be sure it's in the normal (run) position. You can also try removing the motherboard battery for a few seconds with the power supply unplugged. As a last resort, try just the cpu/heatsink, one stick of memory, and video card out of the case, on the mobo box. Be sure the atx and 12v plugs are installed, and the power switch lead.

It turns out this may be an issue of the motherboard not accepting "Prescott" CPU's, as opposed to Northwoods CPU's. I can not find this on their website, however their tech support contacted me with the info.
