AV40 won't POST - long beep - no video - no green light

I got my board today in the mail and I tried it out and everything worked. After I connected a few drives and whatnot I tried booting up again and this time the machine did not post but instead gave me a long 5 second beep with about a 4 second break before repeating again. I also noticed that the green LED on the motherboard is not lighting up. I get no video and I did before. Has anyone had this problem? Does anyone know what's going on?

I have tried booting w/ no cards / drives.
I have reseated my mem/vid card.

I am stumped.
