Automatically direct start page?

Does anyone know how would I go about it so that everyone who connects to my network is redirected to a specific start page (at least for the first time they log in). Similar to how T-Mobile hotspots and many hotels work, you plug in and are automatically taken to a webpage where you log in.
 
That usually requires a transparent proxy that allows you to build some rules. "If this user doesn't have the "I paid" cookie, redirect him to the payment site"
