Automatically Detect Proxy settings gets reenabled

I noticed the other day that Chrome was spending a second or two resolving proxy settings on startup. I'm on a home LAN with no proxy, and when I was running XP/Vista I had that turned off. Not long ago I installed Windows 7 Enterprise 64-bit. So anyway, I went into Internet Settings and cleared that checkbox. Not long afterward I saw Chrome doing the same thing again, checked the settings, and the box was checked again. Googled around a bit and read up on policy editor. Checked the Internet Explorer Settings and cleared the "Automatically Detect Settings" checkbox. I then went and cleared the checkbox for proxy detection, closed the dialog, went in and checked it again and it was still clear. A couple of days later lo and behold it is checked again.

Anyone have any ideas? I guess the worst case is I have some bad software on the system that is setting this, but it's a pretty clean system.
