Is there any tool i can use so that i can make my gpu fan go to 100% only when the card hits 70C?

Yes it works fine, the name probably should be changed really.

It's very well written program, I use it to test every graphics card I install.
 
ati now supports nvidia. any1 know where i can get a link to dl? and maybe a guide that shows how to set the fan?

ATI is an unofficial 3rd party application, it's not supported by ATI or nVidia.

It's not difficult to find or use, try Google.
