Automatic dual screens

I prefer to keep my laptop connected via HDMI to my TV because disconnecting it seems to completely ruin the shortcuts on my Windows desktop, rearranging them all over the place.
The problem I'm having is that this causes the laptop to automatically display to the TV everytime I open the laptop. Then I have to use Windows-P to cycle blindly until I get back to the laptop. Isn't there any way to force Windows to ONLY display to my laptop even with the HDMI connected until I tell it to extend or display only on the TV?
 
I believe you can disable the TV if you right click on the desktop and hit "resolutions", then you'll see the second screen icon. When selecting it you use the dropdown box to disable it.

Had to do it with my laptop as well whenever I connected it via VGA.
 
Does anyone else have any ideas for this? Isn't there anything like Fences that will keep the icons in place no matter what? Why do they move when the display switches from laptop to TV, anyway?
