auto starting a CD

My dad is going to burn some family multimedia CD's with pictures and sound clips.

He wants the CD to 'start' by itself when someone puts it in the CD drive (probably bring up an HTML file). What type of file or script must he use to accomplish this?

this would be for a Windows environment

it involves the autorun.inf file on the cd, (and the autorun.ico file for the icon that shows up next to the drive letter in Windows Explorer). I don't know the precise details, take a look at a CD or 2 and their autorun.inf files to see what you need.
