When it warms up beyond a certain threshold. If you have an E step processor in there, it'll hardly ever get there. So don't panic if the fan stands still most of the time - after all, that's why the stuff is called Cool&Quiet.
 
Correct, this processor doesn't have speed switching capabilities - but it runs plenty cool nonetheless. The fan will be off most of the time.
