Audio Issue with VLC Player

Hello, I'm having an annoying issue with VLC Player. Whenever I'm playing something, and I either close the program or "stop" the playback, the audio playback cuts out, but I get a continuous loud remnant sound, relevant to whatever was playing with similar volume, until I play a sound from any other source from the computer. It kind of sounds like what happens when a computer BSODs. If I simply pause, I don't experience the issue. It happens when I interrupt playback, more or less.

Currently I have uninstalled and reinstalled my audio drivers, and I have uninstalled and reinstalled VLC (tried two different versions), while cleaning out my registry in between. I have also tried "sfc /scannow", which did not help. I'm wondering what could be the cause, as the settings in VLC are now default. Also, I tried closing extra programs, which did not affect the issue at all.

The sound you hear is the audio buffer looping over the last contents that VLC put into it. Does this happen with other programs (Windows Media Player, Foobar, etc.)?
 
I'm pretty sure it only happens in VLC. Before I posted I thought it happened in other programs, so I tested it but that doesn't seem to be the case.
 
That sounds like a VLC bug to me. You might want to try some different versions, newer and older to see if it makes any difference.
 
So far I have not had any luck with these suggestions (I've even tried the latest 2.2.0 version of VLC). To check, what is the most efficient way of making sure I'm "cleaning" after an uninstall? I usually just run a registry cleaner, but is there anything else I can do?

Also, I noticed that when I have a second window of VLC open with a paused media (audio/video), I don't have the problem. I assume this is due to the "buffer" which is active. I wonder if a format would be effective? A last resort, maybe.
 
Reformatting would definitely clear out any errant registry settings which might be causing your issues. If it were me, I would probably make a backup image of my current OS onto a secondary drive, then format and reinstall the OS. If the problem goes away, then you have your answer. If it doesn't, then you can restore the image and haven't lost anything (other than time).
 
Possible hardware issue? But if it doesn't happen in other programs...hmm. Might be worth doing a reformat. Or just use another program?
 
My experience with this is sometimes we forget that we changed something like editing the default sound settings in windows. If you choose too high then windows has to work harder and now third party apps will have to work harder as well.

Try lowering your sound bit rate so if it was at 128Khz then drop it to 48.
Change CD sound quality to FM sound quality. reboot then try again.
