ATX power supply keeps fans always on ??

I know the basics of ATX power supplies, but I've got one that keeps all the fans running whenever it's plugged in (the power supply fan, the CPU fan and the case fan). In fact, the power supply fan will run when the power supply (an Antec PP 303X, by the way) is disconnected from everything in the case. This doesn't seem normal to me. I always thought that an ATX powersupply needed to be connected to an ATX motherboard in order to supply power. Is this supply defective or am I missing something?
