ATX Case *with* 400W P/S $42.50! is it any good?

Case with 400watt P/S

I just saw this deal on pricewatch, seems like a killer price for a 400watt P/S by itself, let alone with a case! Any ideas how good it might be, looks like no fans come standard but that's not a big deal. I'm not sure why it says "1 Optional", could that be because it can only hold one fan? If so, then I think I'll have to pass. Also, the P/S doesn't appear to be AMD appoved, but it's 400watts, so shouldn't that easily handle an Athlon 1.33ghz?

Yep, there's only a space for one case fan.
Never heard of the brand, but that is extremely cheap. I have ordered from the vendor before and they are excellent.
