This is my situation with Paypal right now, if you share the same experience or can provide any help, please post:
I am trying to withdrawn some funds from my Paypal account to my Canadian bank account
at President's Choice Financial (services provided by Canadian Imperial Bank of
Commerce). To withdrawn funds to your Paypal account from Canada you must register your
Canadian bank account. At first, I entered the routing number and the account number
according to the image that Paypal provided.

It didn't go through, I was charged $20 USD for processing fees. I was upset, and I
requested assistance for enter the numbers and have the fees reversed, and this is the
reply that I got:
"In order to cover costs of returned bank withdrawals, PayPal charges $20 US
for returned transfers. PayPal incurs a fee from its processor whenever a
withdrawal is returned, so please be careful when entering your routing and
account information. This fee will be listed in your transaction history
as a separate entry than the withdrawal."
So I phoned up my bank's customer service, and the representative told me to enter
the "institution number" (3 digits), then the "transit number" (5 digits) in the
Canadian system as the "routing number". So I did, and try to withdraw the funds again.
It failed and I was charged another $20 American Dollars.
I phoned up my bank again, and another representative gave me a completely
different "routing number", it was consist of 3 alphbits and 9 digits.
I fear that I'm going to lose another $20 USD and so I am delaying my next attempt to
withdraw the money.
