Well, looks like they are, the are prioritizing business continuity. Hopefully, they have a plan be after the infrastructure is stood back up.
They can have business continuity by not having people answering phone calls from random people.

What kind of help desk operation doesn't have MFA for verifying the caller is indeed who he claims he is.

I sure many don't, at least not automated. Last time I worked in help desk, we did some manual verifications, which wasn't fool proof.
