Half of the peppers are stuffed with a meat/cheese mixture and half are rice/cheese.

I've seen some recipes that say you should, but I've done it with and without and it doesn't make a difference, the pepper has tons of water inside of it.
For recipes that tell you to put uncooked rice inside, those might use up some of the pepper's water reserves, but I always precook my rice.

I'm going to suggest that you clean the peppers and cook them in boiling water for three minutes. If you are using ground beef, cook that first and mix it with the rice and other ingredients. Then you can bake without liquid and the peppers will be tender and the filling well cooked.

This is how i have done this. If fully raw, you wont be able to get the meat cooked before the peppers get too soft when cooked together.

Sorry, but after seeing you post this simple question in a thread I have to ask; did you cook the rice before stuffing it into the peppers? 🙂
 
Filling should be pre-cooked anyway. But yes, grill/open flame such as the kitchen burner. Worst case, use your oven.

Not sure why you'd want to simmer the peppers in water. There'll be no texture when you're done.

If it's such a simple question, then how come I get a different answer from everyone? I came here to ask because Google searches revealed 6,000 different answers.

Rice was pre-cooked. Don't be sorry.

I didn't put anything in the pan and they turned out great.
