Some bugs, like cicadas, drill holes to suck the sap from a tree. They don't actually live in the holes, so it's no surprise that you didn't see any bugs in them.
 
anyway, where do you live? Check local Parks or Fed Service to see if there is some kind of rot or bug going around.

I'm not a tree guy, but certain pests are wreaking all types of havoc to specific species of tree in certain areas.
