ATM-only gift card?

Is there a gift card that you can send to someone that will only let them withdraw the gift money from an ATM and *not* let them use it as a Visa or Mastercard in stores?

I need to send some money to someone in Brazil and want the access to the money available via ATM with the use of a PIN.

Suggestions for alternatives?
 
Good news: Such banking products do exist. You fund it here in the USA, they receive a plastic ATM only card. It does NOT have a VISA/MC logo and cannot be used as a debit/credit card. Only ATM to withdraw cash, that's it.

Bad news: I'm only aware of this being available for Mexico, not Brazil.
