AtiTool clock correct when AGP not locked?

My mobo can't lock AGP/PCI when I overclock. I'm running 148/133 FSB (2.8 P4 @ 3.11GHz). My AGP is therefore running 73.4MHz instead of 66MHz. AtiTool reports my 9800Pro maximum stable overclock at 384.4core 357.4 mem (stock 378/338). Is this wrong?
 
If I'm right in guessing that the 11.27% OC on my FSB/PCI/AGP is making my 9800Pro run higher, then AtiTool should be reporting 420.6/376.1 instead of 378/338 as the base. IE this is with no graphics OC in AtiTool.

When I try to go much further with the core (1.7%) it creates errors because my whole system OC is limited by the lack of AGP lock. But I can bump my graphics memory up another 5.7% which would really be 397.7 (not the 375.4 AtiTool reports). Am I right?
 
Your graphics card clocks are totally independant of the agp bus speed. ATI tool stress tests the gpu and video memory to find its upper limits. IMO, ATI tool is a bit conservative, I've gone 10+ mhz over what it says is the maximum without noticing artifacts or porblems in games.
