ATI's drivers are at it again....Rage 128 Pro problem

ATI released their new drivers for the Rage 128 Pro, dated Oct 22.

I installed them, rebooted, and started up Half-Life. I get less than 20 FPS. I was getting 90+.
I know VSYNC is off. What's going on?
