Ati xpert 2000 PRO help

I just purchased a new Ati xpert 2000 PRO 32mb video card for a computer running on a Biostar m7vkb. Everythingis working fine except for the screen seems to have artifacts all over it. It only tends to happen when I open and close windows. I have tried reinstalling the via 4in1 drivers along with the ATI videocard drivers. Does anyone have any other ideas other than maybe the video card is bad?
If the video card is bad does anyone have experience returning items to NewEgg?

id say that its a dud card.
have u oc`d it? that could be the reason
or
it could be the monitor cable
or
loose connections on anything connected to it.
or
the mobo.

check the ATi & Biostar website for infomation. They should have some sort of knoledge base.
