ATi X850 XT not performing well

Hello, my computer specs are
Win XP
Intel P4 2.4 Ghz w/ HT
1 Gig of 400 Mhz Ram
ATi x850 XT 256 Ram, GPU clocked at 540, Memory clocked at 520
Downloaded and installed both catylyst and Omega drives.
2 HDD for a total of 260 GB

I recently tried playing a few games and for some reason my framerate never goes very high during gameplay, for example I recently got Earth 2160, and it was a but choppy so i tried messing with the settings but nothing worked, so i decided to put every thing on lowest possible settings at 640x480 resolution and still it did not go above 24 fps, please help!!!
now i know my specs are in the mid range but i still dont think i should be getting such low framerate.

if you OC'ed your card like it say in your sig try going back to factory settings. also get driver cleaner and clean out all the drivers and reinstall your video card drivers.

what changes did you make before all this started happening? did you just add the video card? install any new software besides the games?

need a bit more info to really help sive the problem.

Do you have any settings going on the video card, like AA and AF?

Oh, and download ATITool, if you haven't already. My x850XT PE comes stock with a fan that doesn't go higher than 5% speed. Because of this, it can automatically underclock due to overheating in most games. I adjusted it to ramp up until 72 degrees where I have it up to 100%.
