ATI x800XL PCI-E question

I downloaded ATI Tool Tray today and was looking at the OCing options, not because I plan on OCing but just because I was going though all the options. Anyway, I noticed the GPU core reads 398 and the memory reads 486. Isn't the default GPU clock speed 400 and the memory 490? Anyway, I bumped them up and hit apply but as soon as I exited out of the program it set the core and memory back to 398/486. I'm sure its not making any difference but first, why would be bumped down and how can i set them back without having to have a program be running all the time? Thanks.
