ATI X1900gt Dancing Red Dots

I recently traded for a ATI X1900gt off of the trade forum and it never has seemed to work right. I have tried 4 different versions of the Catalyst drivers for this card yet I still have these little red dots (like pixels stuck to red) on my desktop background..However I change my background and they will move to a different place so I know it isn't my monitor.These damn dots are just usually just on the background but occasionally come through when I run a 3d app like a game. I tried using 2 different PSU (430w TT and 600W Ultra), re inserted it nothing helps. It has after market cooling Accelero X2 I have never oced this card but the former owner did.

Any suggestions on how to fix this card?
 
Return it to the former owner would be the best option.

The red dots are artifacts and if they are occurring even in 2d mode then the card was pushed a lot too far by the previous owner. If they are occurring in 3d mode then the card was only pushed a bit too far by the PO, but too far nonetheless.

Edit: I should mention that there is no way to fix them.
