ATI Video Driver Install PROBLEM?

Running W'7 64bit; Graphic Card: HD7850.........have updated this card's drivers from ATI many times w/o problems.....NOT any more ..... PLEASE advise if possible.
As you know they recommend that you uninstall old drivers first....which I have done before and sometimes have just installed them w/o doing that w/o problems....so this time I choose to be LAZY and not uninstall old 1st....MISTAKE....after I install them and then have to re-start....it starts back up in SAFE Mode.......tells me a couple of things: 1]on Drive "C" there is a DLL that should NOT be there [I installed onto Drive "F"] and 2] It tells me NOT for this Platform! I have tried various things, including deleting ALL AMD/ATI installs and I always end up in SAFE Mode and having to use the RESTORE tool to at least be able to use my 'puter again. One time I thought I had it, where I had uninstalled old, but then went into SAFE Mode again, was able to open start of new driver install program but in SAFE Mode it is way BIG and you can't access the necessary "buttons" to run the program.
Went to fill out form to get ATI help but what a JOB that is.....hope/pray someone here can help me instead.

this is really nitpicky, and really doesn't help you with your problem, but ATI no longer exists in any shape way or form. You are referring to AMD.

What happens if you try to start windows normally? blue screen?

Normally in this situation the first thing i do is go to the device manager and remove and uninstall the primary display driver and restart the computer. Typically windows will install some default VGA driver that should give you enough functionality to attempt to install a new driver.

Well after it/me botching the initial update of my ATI Drivers and the re-start kicking me into SAFE Mode and it indicating that "Wrong License for this 'puter".....then I have to use SAFE Mode to Restore my OS.....but IF I shut it down like I used to always do, when you start up again it goes right back into SAFE Mode.....so you have to Restore everyday right now.....I have started leaving it on in Sleep Mode until, hopefully I can figure out how to get back to "normal".
I have thought of a couple more things to try before I try to get help from ATI.

Must.... not.... reply.... GAH! You know my one weakness. WHY DO YOU DO THIS TO ME.

Wrong license, this only happened after AMD driver resinstall? Weird. By restore I'm assuming you mean system restore? Have you tried doing system restore to even earlier dates?
