ATI VA6 and Windows 98

I need some help... I have an ATI VA6 Motherboard, PIII 700 and 128MB PC133 Ram. I am trying to do a clean install on a formatted hard drive. The boot disk loads the CD-ROM driver and runs scandisk. Everything is fine until it begins copying files to install. I then get a Bad Fault in MS-DOS Extender. I've seen this error in alot of newsgroups with no good solution. I looked at Microsoft's solutions but it seemed they pointed to memory. I have replaced the memory with known good memory but it still doesn't work. I've had it somewhat configured before but the CPU was running at 466(66). But when it ran at that speed, windows 98 would lock up often. I am a little confused on how to configure the bios for a processor running at 100 and memory running at 133. The closest I got to a good install (which wasn't very far at all), was when the SDRAM at 8ns, Cycle to 2, and Host Clock - 33. Any help would be greatly appreciated.
