Short answer: No.
Long answer: Probably not, depending on the country's TV standard.
Some "PAL-N" systems, such as Brazil & Argentina have, are sort of partially PAL & partially NTSC, and do work with ATI's "NTSC" TV tuners.
There do exist TV tuner cards which can handle "any" TV system. Such as the MSI TV@nywhere Master; there's probably others.
Any attempt at modifying the TV card's circuit board, (by swapping out components), would not be worth the effort.
If you had a multi-format VCR that can tune and output both NTSC & PAL, you might be able to use the VCR's TV tuner to tune the PAL-format content, and then output NTSC content to the TV card.
