Is there any way to get rid of this annoying .25 second delay I experience when playing my ps2 through it? Its really really hard to perry opponents moves in Street Fighter Anniversary Edition when the timing is even slightly off. Games like Katamari are fine with the delay though.

There's almost always a delay with video capture cards; it takes time for the encoder chip (or software) to properly encode the video and sync it up with the audio stream.

Get a 'vga box' (component/composite/s-video->VGA converter) if you want to play a game console on your monitor.

I was thinking that route before, but the few company's that actually sell them look somewhat shady. Is there any delay if i were to buy a Dell 2005 LCD (which has svideo)

Edit: My VGA box that I got for the ps2 and blinked on and off for the first 5 minutes of game play doesnt work on my pstwo for some reason.
