ati tv tuner card as video mpeg recording

Hello evceryone, I have a question. I have some old video camera tapes from the past. i want to "put them on my computer" so that they will be preserved and their quality will not continue to fade like the magnetic tapes in which they are currently stored. I would like to store them on my computer, aka encode them or whatever it is called. I also want a TV tuner card to. I can use a VCR or anything like that with an RCA style composite video out (i.e. the usual yellow wire) to attach to the card I believe and I beliebve that is the most common way of doing this. And soa s I said a line ago I would like a TV tuner card too. Help out a noob.

Do any ATI TV tuner cards or can TV tuner cards do this kind of thing? That is can they also be used fopr RCA style composiute video in so I can record my old tapes into MPEG format or whatevrer it is?

Hauppage PVR-150 retail (not 150mce) is the best choice under $100 for recording old tapes to MPEG2 since it does the encoding in hardware instead of mostly in software like the ATI cards.

do these cards have this PAL/NTSC restriction?
Explain please.
