ATI Tool and Powerplay

I'm trying to reduce the heat my laptop gives off and save power. I have an Inspiron 600m with 1.6GHZ Dothan and 64mb ATI Radeon 9000 Mobility. I tried using ATI Tool and created a profile where i reduced the memory and core speeds. I found stable levels and it worked just fine while the laptop was plugged in. Having Powerplay still enabled, I unplugged the AC adapter and the screen started to go fuzzy like a TV with horrible reception. The screen would go back to normal if i plugged the AC adapter back in. Also, if I disable Powerplay, then everything is fine. So, to make it short, is there any way to make Powerplay and ATI Tool to work effectively in tandem? Thanks in advance.
 
I believe powerplay is what lowers the amount of power the GPU is using when in mobile mode is that correct?

If that's so, then it is attempting to lower it much lowre than what you had set in ati tool. Therefore causing problems.
