ATI/Sapphire 8500 Very weird problem

The machine:
An XP2100+ cpu, 512mb pc2100 ram on a Biostar kt333 board, win 2000 pro, a pair of 40gb HDs, a burner, and an ATI 64mb oem 8500 (i thought built by ati, turns out it's a sapphire). It is used primarily for photo editing in Photoshop 7.0

The problem:
On the screen , at certain times, not there constantly, and more often seen in Photoshop than elsewhere, there will appear a very faint, i mean almost not visible, vertical column of tiny , faint dots at about the 2/3's to the right portion of the screen. Very light blue when i saw them against a white background in photoshop. And this on a brand new 19" trinitron monitor that he just bought, though he says it had been doing it before too, on the old 17" monitor he replaced. This system was built last fall and has been fine except for this - which he thought was due to his old monitor.

And these things are faint, i couldn't see them when they were first being shown to me, but they are there ... sometimes. I found them on the desktop once by switching to a white background, and he say's the color is not constant, that it may sometimes be a yellow or green hue, but maybe that's more dependent on the background behind them because they have a transparent quality. Mainly i found them in photoshop, but here's where it gets weird.

I created a white background canvas to go looking, a large empty canvas, covering the whole screen and i saw them. They were about 2/3 s over to the right, a vertical column of very faint blue spots, AND they did not alter in size as i zoomed in, zoomed out, it's not a pixel thing, BUT they DID move with the canvas. They appeared in the intial position but when i scrolled a greatly zoomed canvas, left and right, they moved with it. They didn't alter in size or position but they moved right and left with the canvas.

I updated the original drivers i had installed from the cd to the June 03 Catalysts - I didn't want to upgrade to DX9. But he reports that they are still visible. I'm going to pull the 8500 video card and swap in an older AGP card just to be sure the issue is related to the card.

I don't know what else it could be. But i don't know if it's the card either. Has anybody ran into something similar or does anybody have any idea WHAT is going on? Thanks.

(I do know quite a few people have reported visual artifacts on their Sapphire ATI cards, but I've not heard of anything like this)
