ATI radeon question

ok, i have couple questions

1). How do I check what my video card is clocked at??

2) is it safe to flash my video card to an SE? from an OEM version
Ati Radeon 64mb DDR OEM -> SE

1.) I think it's overclocked at 166? get one of the tweakers. they will tell you
2.) I don't know
