I Overclock my GPU with MSI Afterburner and i have the Lower FPS before Overclocking.

Core Clock: 1200 MHz (Stock: 975 MHz)
Memory Clock: 1600 MHz (Stock: 1500 MHz)

Sounds normal to me, you would overclock to increase the FPS.

What is the problem ?

Make sure that that the card is actually running at those speeds and not throttling or overheating. Did you remember to increase the power limit?

I'm guessing that what he said in the title is correct, and what he sid in the post was an error.

Leave memory at stock speeds and see if performance increases. Sometimes the memory clock is not stable and is instead error-correcting, which decreases performance.

This; what you'll want to do and do a slow overclock; looks like you might of found the spot you're getting negative return.

So dial it back a little bit on memory and core; then test.

Make sure the power limit is set higher, or the card will just throttle. And what are your temps while gaming?
