Its probably similar to the 9700tx/9700/9700pro situation, IE, its clocked slower than the non pro version of the 9800.

it isn't a dell, it's a fujitsu siemens, and I'm not even sure if it is the TX card...
The descrition looks like this: 128 MB DDR ATI Radeon 9800 ViVo, DVI
any ideas?

Check the clock speeds on the card. Use a program like RivaTuner. That`ll tell you what model it is.

i have the powercolor and the stock speeds are 378 core / 337.5 mem

i can overclock to 450 / 360

Rounded up, its around 380/340(680DDR), but their are minor differences on every card.
For example, my 9700pro should be clocked at 325/310(620DDR), but its actually clocked at 324.00/310.500(621.00DDR).

You can indeed overclock the dell 9800 cards to at least pro levels. If you install the 9800 pro bios (a little more complicated than usual) you can go even further.

i have the dell 9800 and it comes stock at 340/290 and i easily o/c to stock 9800pro speeds (380/340)
