ATI Radeon 9600 Pro too hot?

I have an ATI Radeon 9600 Pro AGP video card. I can play Command and Conquer Generals and Zero Hour, Guild Wars, Anno 1701, Sid Meier's Pirates!, Battlefield 2142 Demo and Deus Ex at the levels I know my PC can support. When I try to play Counter-Strike Source, a game that I was able to play a few weeks ago before I reinstalled my OS, however, it lags like crazy. When I check the pings of the other players, the highest is usually ~150 while mine is around 50. I turned down the resolution to 800*600 and turned the graphics up, put it was still laggy and was also laggy at 640*480. Does anyone know why this is happening and what I can do to stop it? Thanks.

Did you upgrade to Vista, by any chance?
