ATI Radeon 9550 problem....

First of all this is not my system and I'm looking for 2nd opinions.....

My friend is trying to update his video card which is an AGP card sadly the well known Geforce MX4000 lol but oh well thing is I installed for him a Radeon 9550 and later after it loads windows and it loads up...and when I sometimes open IE or open a graphic related program the LCD which is a HP 15" f1503 goes black...I suspect his Power supply is the culprit.....tho I haven't tested the memory via memtest86 yet......I have yet to test the card again since I ran it before in an earlier machine and it worked fine for times to come...I would like a 2nd opinion before I go out and charge the guy for upgrading his PS, his HD, and the RAM......

His specs...(don't laugh)
AMD 3100+ XP
Windows XP Professional
80 GB WD IDE
DVD-ROM/CD-RW
512MB Samsung PC2700
250W Bestec
his +12V is 14A
+5V 25A
3.3V 18A
-12V .8A
+5VSB 2A

again I suspect his PS is his problem....anything else can you think of? I installed a brand new Windows Pro and to no avail it did it again...so I put in the Geforce and it worked normally. ok guys I need your opinion.

1) Did your friend removed the Nvidia drivers before installing the 9550?

2) IF yes, did you try uninstalling the ati drivers, re-install it again (make sure the drivers are brand spankin' new from http://www.ati.com ). Also download the latest Direct X drivers.

I did that already...did both Nvidia and ATI using driver cleaner and still gives me the blue screen if I try to do something graphic related after awhile....when I put back the MX4000 is works fine...I have yet to test it with an X700 Pro AGP I have laying in my room....anyways anything else?
