ATI Radeon 64MB VIVO video capture feature

I'm interesed to buy ATI Radeon 64MB VIVO, and am not sure about its video capture feature.
- Is it compatible with both Pal and NTSC or i need to select either NTSC or PAL?
- I also interesting in using the card to capture movie from VCR with both mpeg1 and mpeg2 and able to edit and record back to VCR or VCD, I also looking at Dazzle DVC II, but DVCII seem to have a lot of trouble in installation and compatibility.
- I heard that ATI Radeon 64MB VIVO have problem with MPEG2 format cannot read from other player. Is that true?
- Should i go with Geforce2 Gts 64 MB to do the same thing???
