ATI Radeon 32mb ddr Card top 1/3 of screen is fuzzy

my buddy just installed a ati radeon 32mb card (tv in/out) and the top 1/3 of the screen is fuzzy. its esspecially noticeable on the desktop with the icons text. he doesnt have internet access right now so he can t go online to get updates. i did update his monitor drivers a couple of weeks ago and i checked his monitor specs from the manufacturer. according to there specs it says that his monitor (at the resolution he has it set at)refresh rate should be 85kh and when i checked his advanced properties it was set at optimal and the highest refresh rate that it went up to was 75kh. i dont know if he has then newest drivers. i suspect that if they didnt come with the card then ill probably have to download them for him...but i m unsure of the version number that he has. he has a HP 900mhz pentium 3 running win me with 128 mb ram. also this card was bought as a returned mercdise opened box item (cheaper) but was suposebly tested and found to be ok. has anybody had this problem? any sugestions for fixing it? What drivers are you using, does it happen with dif drivers?

somehow that doesn't sound really good.

my first guess is that it has to do with why it was returned.

it had everything , infdact the only thing that really made it an open box was that a portion of the plastic had been torn off. i also picked up a western digital 7200 ultra ATA100 30Gb hard drive that was returned (missing disk but i already have one so no big deal) and it works fine. he had previouslypurchased the ati all in wonder 128 tv in/out and was having compatability issues with pc friendly dvd and win dvd trying to play his dvds and some otehr problem but i dont remeber what exactly, so he returned that card. like i said earlier i dont know what drivers he s using or if he tried using different drivers. what is the latest version and what are some sugestions for othere drivers to use? thanks again

nope found out my friend didnt have the latest drivers and he was also having a problem playing Hitman codename 47. the newest version (not suported yet still in testing ) fixes the problem with Hitman so when he is able to get online again he will get the newest drivers
