ATI Radeon 32 ddr locks refresh rate at 60hz

My radeon seems to run fine but about 1 out of 5 times I boot up the monitor is unbearable to look at. I go to the on screen setup for the monitor and it says it is running at 60hz. Go to advanced display properties under adapter and there is nothing there to adjust as far as refresh rates. I have to reinstall the drivers and then I can adjust the refresh rate to 100hz or whatever I want through the pull down menu. I am using driver version 4.12.3056 in win98. Has anyone had this problem? if so what can I do to fix it. thank you
 
Try upgrading to the latest beta drivers at ati.com. Go to the "special purpose" drivers and download the latest from there. The drivers from the CD are horrific. Make sure you uninstall the old drivers completely. Then change your display adapter to standard vga...
