Just wondering if the 9.11 legacy driver set is just a re-release, or if they also added support for Flash 10.1 hardware acceleration.

It would be nice if they did, although I can see if they might now. I'm not sure if the X1950Pro supports the necessary hardware to accelerate MPEG-4.

They do if you have FLash 10.1 pre-release installed from Adobe Labs..

The X1950 Pro doesn't have the necessary hardware to accelerate H.264. Adobe is only doing full offloading, which the pre-2K series doesn't support.

I think only the 4000 series and the integrated graphics of the 3000 series from ATI support flash 10.1 gpu acceleration.

Nvidia supports it in almost all of their dx10 cards, except for the original g80 chips I think.
