wtf is this and why is it slowing down the time it takes for my desktop to be usable when windows starts.

can i just disable the service with no problems?

Yeah, just go ahead and disable it. It's bloody useless.

Causes major problems in Half-Life for me aswell (get stuck in the crouching position when I hit shift, etc.)

hotkey poller, under the ATI display tab you can set up hot keys, that is a service that runs I guess to monitor them
