ATI HDTV Tuner Stuttering and Pausing problem

First of all, my system specs:

Intel Core 2 Duo e6600
4gb (2x2gb) ddr2 800mhz
Abit IP35-E
ATI x1900xt 512mb
Creative X-Fi XtremeMusic

Alright, so I have just purchased an ATI HDTV tuner, bare.

I use an ATI Remote Wonder II to control everything.

Regular OTA broadcasts will begin to lag, then stutter, then pause almost completely with the audio severely stuttering. The only remedy so far is to pause and unpause the video momentarily.

My reception is pretty good. Any ideas what's going on? Defective tuner, problems with my components, bad software?
