ATI HD2400 Pro wont upscale any video

I just got a new system built using XP SP3 and this new HD2400 Pro card. Everything is going fine except no video will upscale at all no matter what codecs ive installed and what settings i choose in Catalyst 8.9.

Ive tried the base xvid codec install, ive tried K-Lite codec pack, and various media players like MPClassic, WinDVD, the standard WMP and they all do the same thing. All i can get is simple resized video without any upscaling/resampling taking place so edges are very jaggy and show obvious stepping artifacts. This is with all formats i have, xvid, mkv 264, dvds.

Im not particularly worried about hardware acceleration of the playback so long as i can get the standard upscaling to actually work. I have 3 other ati cards here and theyve all done the job properly out of the box so whats wrong with the HD2400? I cant believe that ati ahve gone 10 years back in their design history and made a card which only supports a few specific combinations in order to work. Whats going on here?

Everythings fine in device manager and the only way i know of to adjust settings is in the catalyst control in which ive tried every setting variation there is. Ive also tried registry hacks for ati cards with no change. Ive tried MPC Home Cinema and the various rendering methods in MPC, with and without ffdshow. I could go on but its just not working. Surely if this is normal for the ati HD line then many people would have complained about it so im thinking my cards faulty.

Edit: i see now what you mean by the hardware acceleration setting and yes thats up full.

Does anyone even know of a method to turn off the video upscaling/resampling in an ATI card?
