ati Encoder Package ? new thing with 6.6

this new download came with the 6.6 catalyst. its description states

Encoder and Parental Control.

anyone know what the hell it is?
since there are no restriction in the descriptions means it work with all recent ati cards right?
its different from the avivo converter.

i have installed it but nothing in the start menu. any idea what it does ?

I don't know exactly, but when I had just the display driver installed I would sometimes get the windows pop-up from the system tray telling me that drivers were needing to be installed for my GPU. Getting that Parental thing installed solved that for some reason. I don't know what that was all about.

The Encoder only works with X1x00 cards. Sorry but you are OOL.

NO YOUR OOL. (whatever that is?)
like i said thee is no qualifier in the description of thing encoder thing. unlike the AVIVO video converter.
