ATI Driver Help

Can anyone help me?? I installed an ATI 4650 graphics card and now my computer will barely boot up.
I installed the card, then the driver on the CD that came with the card. Everything worked fine, I had stable graphics and full functionality of the catalyst control center (temp monitoring, overclocking, fan speed control).
Then I downloaded the latest CCC 9.4 and tried to install it. I got an error message that some file was missing, but went ahead and installed the driver. After installation, I had no sound and the speakers did not show up in the volume mixer. So I tried to use system restore to turn back to the drivers that came on the CD. When the system tried to boot up from system restore, I got a message that the system could not start, and a start up repair utility started running. Finally the computer started and said system restore was completed, but the system was not restored to the working condition. It would run, but would crash every time after a few minutes of gameplay (COD4). I tried to reinstall the working driver from the CD, but the crashing persisted.

I finally seem to have the system working with stable graphics by installing the display driver only from the ATI 9.4 driver. However, the catalyst control center is not working correctly. I can adjust resolution and some other parameters, but the temp monitoring, fan speed adjustment and overclocking utilities are missing.

Has anyone had a similar problem and/or can anyone else make any suggestions what to do now?? I am afraid to delete the driver that I have now, but I dont know if it will continue working, as it was not installed properly.

Run the uninstaller from C:/ATI/setup then reboot and run Driversweeper on all ATI drivers. Then reboot again and install the latest drivers from ati's website again.

System specs are Acer pre-built system. E 4500 at stock speed, Vista 32 bit, 3 gigs ram, onboard sound. The graphics card is a Visiontec HD4650 with 512 mb of ram. I know I should have listed these specs, but the post was getting so long already. I have only a 300watt power supply, but I think that should be sufficient. I was previously running a HD2600 pro and never had any problems at all with it, and I think the power consumption is similar for the two cards. I only have one hard drive and one dvd writer, with no other accessories to draw power.

Does anyone know what the error could have meant about missing files? I didnt write the message down unfortunately, but I dont know if the files were "missing" from my system or from the ATI driver. I downloaded the driver twice and had problems with both downloads.

Thanks to all who posted on this topic. The advice was very helpful.
I got the system working by using the driversweeper as suggested and installing the entire catalyst 9.4 suite. I still got an error message during install that files were missing, but the install completed and I have full CCC functionality.
