Ati control panel is lying to me! Says stuff is enable(SM,AA)but its not!

I can't enable or disable anything in the ati control panel. For example when I enable smooth vision and hit apply, the control panel shows it as enabled but when I run a game or 3dmark I can obviously tell it isn't since it looks identical to when I had it disabled and I dont lose any frames.

Any ideas?
