Just installed my 4850 and I can see that the ATI Control Console is installed when I look under add/remove programs.

How exactly do I open/enable it so I can clock this card? Have not had an ATI for a while now. With my old Nvidia card I would have had coolbits in less than a minute.

TIA

If you want to use Overdrive to overclock, go into the Catalyst Control Center. By default, you should see a red ATI logo in your system tray; double click it and go into the Overdrive section. It'll restrict your maximum possible OC, though - if you really want to go crazy with your clocks, use something like RivaTuner.
