ATI cli.exe error

I don't remember the exact error message it should be cls.exe or cli.exe error. I just formated my computer and I have a 9800XT after I installed the latest driver (found on ATI's website) I got this cls.exe error when I start the computer. I think this is related to the ati control panel because the control panel will not start. I am not sure what I did wrong because after I format my computer XP already dectected my card and installed a driver for it and all I m trying to do is updating the driver.

Installing either frameworks 1.1 or 2.0 eta didnt fix it for me. Cli.exe still crashes. Any other ideas?

Don`t bother with the new CCC unless you must use it for some reason, just use the old control panel,I would run Driver Cleaner in safe mode as well, don`t forget to run driver cab cleaner as well, full instructions in the readme file, after that install the latest 5.1s.

Driver Cleaner link.
