ATI CCC Install Issues

Hey all! I just got a new laptop with an ATI Radeon 3650 and I've been trying to update the drivers for a while. I'm running Win7 64 on it right now and the default ATI drivers (V 8.632.1.2000; 8/18/09; no CCC) aren't working out too well. I'm trying to install this version found here:

When I start the install exe it says:

"Failed to access Catalyst Install Manager engine.
Please ensure that no other instances of Catalyst Install Manager are currently running"

None of the compatibility settings worked. A little googling has revealed no one with the same problem afaik. Could it just be a Win7 kink and that I should just wait till next driver or what?

Install the full package including CCC. My experience with individual driver packages wasn't great either.
 
No good. I downloaded the drivers tcsenter linked, tried it normally and same thing. I also tried running multiple driver versions + the mobility driver through mobility modder, still same thing. Thanks for the help though, keep it coming 🙂

I downloaded and installed that hotfix yet I still keep getting the visual studio errors.
 
I hate to keep bumping this, but does anyone have any ideas? I really appreciate all your help so far.
